Nancy Bonds
Junior Board President
Nancy Bonds serves Bay Area Homeless Services as the President of the Junior Board. Raised in Baytown, Nancy currently works at Goose Creek CISD as the Director of Communications. She has worked in Goose Creek for 16 years, following in the footsteps of her mother and grandfather. Nancy and her family have a vested interest in continuing to support the Bay Area Homeless Services and the Baytown community.
Brian Carlton
Past President
Brian Carlton is an experienced sales manager in the oil and gas service industry. He obtained his
undergraduate degree in Marketing from Texas A&M University, as well as Master’s degree from Rice University in Business Administration. Brian is a lifelong Houstonian and has a passion for serving those in need and discipleship.

Katy Milligan-Angel
Junior Board Member
Katy Milligan-Angel is a local accountant based in Baytown, with a Bachelor of Science in Accounting from the University of Houston-Clear Lake. With over a decade of experience in the Baytown area, Katy is eager to contribute to the success of Bay Area Homeless Services (BAHS) in fulfilling its mission. She has been an active member of the BAHS Junior Board since 2019, further demonstrating her commitment to supporting the local community.
Heron Thomas
Junior Board Member
Heron Thomas was raised in Baytown and currently works at Barbers Hill ISD as a principal. He is also the founder of the Thomas Institute of Excellence (TIE) Program and is involved with many other community programs and organizations. With a background in teaching and campus administration in schools, Heron is deeply driven to serve BAHS and assist with the shelter’s mission and goals to serve the community.
Erika Foster
Junior Board Member
Erika Foster is a graduate of Texas State University with a Bachelors of Business Administration in
Management and a Masters of Business Administration from the University of Texas at Tyler. Erika joined Goose Creek CISD three years ago as the first director of the Foundation, but she is no stranger to Goose Creek. She is a product of Goose Creek CISD elementary and junior schools, and she graduated from Ross S. Sterling High School. It is no surprise that she is an avid supporter of nonprofit organizations and is often seen in the community volunteering at events. She has been a member of the BAHS Junior Board since 2019.
Haley Burnside

Haley Burnside was raised in Baytown and works as a Nurse Practitioner in the Houston area.
Noah Dobbs
Junior Board Member
Noah Dobbs is a proud Baytown native and serves as the Director of the Performing Arts Center at Lee College. Noah earned his bachelor’s degree in Technical Theatre from Stephen F. Austin State University and went on to receive a Master of Fine Arts in Technical Production from Boston University. Noah has been actively volunteering with Baytown community organizations since 2005, aside from the time he spent away pursuing his education. He has also served on the board of directors for the Baytown Little Theatre and is a dedicated member of Congregation Emanu El in Houston. Noah is excited to contribute to the impactful work of Bay Area Homeless Services.
Tyler Moehlman
Junior Board Member
Tyler is an M&A and Investments Analyst for energyRe. He has a bachelor's degree in petrochemical engineering from Texas A&M and a master's degree from Rice University in business administration.
Michael Yeckley
Junior Board Member
Michael is an FP&A Leader in the energy industry. He graduated with a bachelor’s degree in finance from Mays Business School at Texas A&M University. Upon graduation, he began working full-time in Houston, where he became involved in a multitude of community-oriented organizations such as Sharpen Recovery, Houston Food Bank, and currently serves as the professional development chair for the Young Professional Employee Resource Group at his workplace. With 10+ years of service within the surrounding Texas communities, Michael has been noted as a passionate advocate for providing opportunity, equitable living, and holistic community betterment.
Ellen English
Junior Board Member
Ellen English is an elementary school counselor at San Jacinto Elementary in Liberty ISD and has 17 years of educational experience spanning high school and elementary levels. She holds a Bachelor’s Degree in Communication Studies from Texas State University-San Marcos and a Master’s Degree in Educational Administration from Lamar University. As a member of the Bay Area Homeless Services Junior Board, Ellen is passionate about empowering students and supporting her community.

has served the BAHS tirelessly, working to improve the local community.
